Sec. 2-54, Code of Ordinances: To the committee on human resources shall be referred all policy matters related to the recruitment, management and development of the human resources of the City, including periodic review of the pay and classification systems for City employees. This committee will serve as a review board for employee grievances as directed by written City policy or as directed by the City Council.
